NBI Clearance has become an important part of our lives. Few years ago, we had only one way to obtain a copy of the Clearance but everything changes for the better. Our Government, through the National Bureau of Investigation opened the opportunity to its applicants to for an online application which makes the entire process more efficient. The big problem with the manual processing of NBI Clearance is that it is too slow (a perfect venue for Red Tape). Majority of the applicants are ranting about the long queue lines and it’s driving them crazy! NBI Clearance can be easily done online and skip a few steps of the manual old way. It also eliminates the manual filling out of application forms since it can be done online. No more long queue lines. No more wasted time waiting for your turn. NBI clearance online application eliminates 3 steps of the process namely: Data Verification, Payment to the Cashier and Filling out the Application Form! The only disadvantage or draw back from the new system is it delays you for a day because of the Scheduling Task as to when to visit your selected NBI Clearance Outlet where you process your online application.

Payment Scheme – Where should we pay?

The NBI Clearance Online Application starts from Payment of your application. First, you need to know where to pay the appropriate fees. NBI gives us two (2) options to pay for the NBI Clearance Application Fees. This can be done through:

• Pinoy Pera Padala (PPP) or
• Globe GCash

In using PPP, just tell the cashier that you are paying for your NBI Clearance Fees. Keep your receipt and take note of the Reference number. This number will be used in your registration of your account in NBI Clearance Online Website. In using Globe GCash, you can simply go to the nearest Globe center and pay the right amount for your NBI Clearance. You can also use your own GCash account if you have one by sending the correct amount to 28829175638053. To use your own GCash, text (space) MPIN and send to 28829175638053 Example:

I guess the major take away on this part is to take note the reference number that you will be receiving. This would be your ticket to a successful registration of your account in NBI Clearance Website!

NBI Clearance Fees – How much do we need to pay?

Applicants must pay the exact amount of NBI Clearance Fees according to their purpose of application. Excess and short payments will not be processed and are considered void and forfeited. Make sure to take note of the Payment Reference Number. I would like to reiterate that this will be your ticket in registration page of your NBI Clearance Online. No Reference Number, No Registration, No NBI Clearance!

Register Your Name!

Once payment has been made, it’s time to register an account in NBI Clearance Online in their website here. On the right side of the screen, enter an active email address. Correctly select the mode of your payment whether GCash or Pinoy Pera Padala (PPP) then enter the Reference Number and the Date of Receipt. Select the purpose of your application. Finally, enter correctly the captcha and click the button VALIDATE. The NBI Clearance Website will send a confirmation email. Keep it. This will prove your registration is successful. You will be then directed to the next page where you enter all your personal information. Fill up the form with your personal information accurately. Don’t worry if you input a wrong entry, you can STILL edit your profile by updating the information. Double check your personal information and Click “Save to Clearance” once you’ve completed filling in the required fields. Keep in mind that the personal information and the purpose of the NBI Clearance you’ve entered will appear on your NBI Clearance. Next thing to do is to “Print” the NBI Clearance Application Form. An email will also be sent to your email address if you don’t have a printer available for the moment. The printed application form (image above) is what you need to bring when you do the last steps to process your NBI Clearance.

Schedule your Appointment

We’re half way through! At this point, we need to schedule our appointment to process our NBI Clearance. First what we need to know is where we should process our NBI Clearance Online Application. You can select one from the list below where you want to process your NBI Clearance.

Process your NBI Clearance

The previous step above will lead you to your selected NBI Clearance on the day that you have scheduled. In our example above, we have selected the Main Branch of NBI which is located in Taft Avenue, Manila. Some useful advice:

• Bring Two (2) Valid Identification Cards.
• Make sure to follow the appropriate dress code allowed in the NBI Clearance Outlets so that they will let you in without any problem.
• Bring the printed NBI Clearance Application code, the one you filled out in the NBI Clearance Website or the email confirmation you have received from them. Make sure that the QR code is included in your printout.
• Be there on time! That’s the reason why you schedule your appointment in processing your NBI Clearance.

When you arrive in the gate of NBI Main, or any of its satellite offices, don’t waste your time. Ask an NBI Personnel currently stationed to assist the NBI Clearance Applicants right away. Ask them that you are an NBI Clearance ONLINE applicant. He or she will give you some directions where to proceed so listen carefully. Have your picture taken then the Biometrics will be the next step. The two steps will be too easy for you, right? NBI Clearance Quality Control Interview - NBIClearance.Com

Recently, I was fortunate (or unfortunate) enough to experience NBI Clearance Quality Control Interview. It was really annoying because (1) the NBI Clearance Personnel asked me to go to NBI Clearance Main Office where Quality Control Interview is held and (2) it delays the releasing of my NBI Clearance. I’ve been asking myself what the heck is this Quality Control Interview? I have encountered five years of having a HIT status, what’s in it this time?      

What is NBI Clearance Quality Control Interview?

In my own understanding, NBI Clearance Quality Control Interview is a process by which an NBI Personnel reviews or verify the true identity of the NBI Clearance applicant. This results from receiving a HIT Status in Database verification process. The derogatory record can be his or her own criminal case or under his namesake. In short, your name has been tagged as critical and NBI wants to make sure that they’ll be giving out NBI Clearances to “clean” persons.

Why is this Happening?

The disappointment of not having my NBI Clearance really bugs me while sitting on the cab going to the NBI Main Office. Why did NBI Clearance Main office doing this Quality Control Interview? Then I realize few things that might be a good reason why applicants is suffering this.

Maybe:
• You have a pending or ongoing case.
• You are under for arrest and needs to be identified in relation to a crime by the Police Authorities
• Your Namesake has a pending or ongoing case or
• Your namesake are under for arrest and needs to be identified in relation to a crime by the Police Authorities

What to do if asked to attend Quality Control Interview?

It’s really a no brainer this time, if you are asked by the NBI Clearance Personnel to attend the Quality Control Interview then you have to. If you have a clean conscience and have a clean record and as innocent as a child, then you should go. You don’t have to be afraid, it’s not that you did anything illegal that violates our laws, are you?

Few advice that I can give you (since I already experienced doing this) are:
• Bring at least two (2) valid supporting documentation that proves your identity. I suggest you should bring Valid IDs accepted and recognized by NBI.
• Be on time. The NBI Personnel asked me to go there the next day at 9AM. I arrived in the place with a lot of people waiting for their turn. The person I was talking to said that the Quality Control Interviewers starts interviewing at around 8AM.
• Wear the proper dress code. I can still see few ignorant applicants that was denied to enter the vicinity of NBI Clearance Office because they are wearing slippers and short. You are going inside a Government Building; therefore, everyone is required to wear proper and decent attire. When I say proper and decent, you don’t have to wear your Barong or your Necktie and Suit.
• In case you have a criminal case, and the decision has been made. Bring the original and a photocopy of it. This will really help you to clear your record.
• Don’t forget to bring your NBI Clearance Receipt.

The Quality Control Interview

While waiting for my turn, I realized that the Quality control interview is not that scary at all. I’ve seen many smiling people going out of the enclosed office where the interview is being held. I didn’t see anyone being arrested! Maybe because applicants with criminal case don’t bother to come to the scheduled interview because they really know that they will be instantly arrested because of the crime they have done. The interview lasted for about 5 to 10 minutes. The NBI Clearance Quality Control Interviewer asked simple questions, most of the time answerable by a Yes or a No. I guess she really knows that I’m not the one they been looking for (I mean my namesake).

Some questions asked was:
• Are you Mr. Juan Dela Cruz?
• Are you living in (your present address)?
• How long have you been living in your (present address)?
• Have you been to Palawan? It was the place where my namesake committed the crime.
• Do you have a criminal case (such as) Rape, Theft, Serious Physical Injury, Attempted Murder, Plunder, Arson or Treason?

Once you easily denied all their allegations,[lol] you are directed to the NBI Clearance Resident Lawyer to take an oath. The interviewer will give you a piece of paper, an Affidavit of Denial. You just need to fill out the form. You will be then ask to leave the room and fill out the Affidavit of Denial in the waiting area.

In working with the Affidavit of Denial, there are things you need to remember:
• It is for FREE! So avoid the oh-so-Filipino-scheme fixers waiting for unsuspecting victims outside offering their services for a fee.
• Fill out the necessary fields: the date of your NBI application and your reference number found in the receipt your NBI Clearance Payment. The NBI Clearance QC Interviewer will check all the required details you need to fill out.

Once done, wait for the NBI Clearance Personnel to get your Affidavit of Denial. You will then be in queue for taking an oath. Just be patient in waiting. When it’s your turn, you will be then ask to stand in front of the NBI Clearance Resident Lawyer. He will ask you to raise your right hand and be ready to recite “Panatang Makabayan” lol! He will (again) ask few question which is answerable by Yes or No. Sometimes, he would ask you to say your Complete Name and Address or any Personal Details he might think of. In a few seconds, you’ll notice that it’s already finished. The oath taking is finished! Hoooray! You’re not done yet. Wait for your Affidavit of Denial to be notarized. This is also for free and no need to shell out some dough. After receiving your Affidavit of Denial back, hand it over to the person who interviewed you. He or She will write the time of release of your NBI Clearance. You can now leave the room and proceed to the Printing and Releasing Section of NBI Clearance. When the scheduled time arrives, you can easily get your NBI Clearance. Head down to the Exit door and leave the entire building of NBI Main Office and GO HOME! The application form will serve as a guide for the NBI Clearance personnel who encodes all your information on their database. Over the years, the NBI Clearance has been one of the most popular Valid Identification to obtain. One of the reason is it is government-issued and it is easy to acquire. It is also one of the basic requirements from most employer’s before we get hired plus it instantly provides a background check that serve as a proof that we don’t have a “stained” criminal record. All over the Philippines, there are hundreds of thousands of NBI Clearance applicants daily. It’s such an embarrassment if you don’t know how to apply for one. Well, today is the day. We will walk you through the application of NBI Clearance so that no one will get lost when applying for one. The key element in applying for an NBI Clearance is learning the entire process and what to expect so that when something happens, you won’t be shocked and lost in the dark. We will eliminate the element of surprise to avoid disappointments and irritation that most applicants suffer. So what are we waiting for? Let’s start. To give you a brief update, NBI is now implementing the NBI Biometric Clearance systems. This means, the new system involves the scanning of the ten fingerprints of the applicant. Before going to the nearest NBI Clearance Outlet, make sure to bring all the necessary requirements in applying for your NBI Clearance. NBI requires you to present two (2) valid IDs. The list of valid IDs accepted by NBI Clearance Outlet are:

• GSIS UMID
• Postal ID

• Tax Identification Number (TIN) ID

Some NBI Clearance Outlets requires Community Certificate or Cedula together with the two (2) Valid Identification Cards you present. As of this writing, we still don’t know the bearing of cedula in applying for NBI Clearance. Maybe the Government wants to dupe more bucks from us.

Based from our experience, an NBI Clearance with the purpose of Travel Abroad can also use as a requirement in Local Employment. But a NBI Clearance for Local Employment is not acceptable for Traveling Abroad.

We cannot say which NBI Clearance outlet has the least applicants because (1) we can’t monitor the volume of applicants daily per NBI Clearance Outlet and (2) it’s really pure luck if you manage to get your NBI Clearance on your target processing time. All NBI Processing Centers are open from Mondays to Fridays except Holidays. NBI Clearance Outlet office hours varies from one to another.

• Regional and District Offices, Local Government Units and Ever Gotesco Malls are open from 8:00AM to 5:00PM
• NBI Clearance in Robinsons Malls is open from 10:00AM to 7:00PM
• Duty Free Philippines is open from 9:00AM to 5:00PM

Steps in Applying NBI Clearance

1. Fill out and present the accomplished application form together with two (2) valid ID’s to the Data Check Counter for checking if data are complete and correct. Make sure that you accurately fill out your NBI Clearance Application Form or else it will be returned to you for corrections.This is the part where you wait in line. Several NBI Clearance Outlets encounter long lines of applicants in obtaining a blank NBI Clearance Application Form and in the presentation of the filled out Application form to the Data Check Counter. What you need here is to be patient and wait for your turn.
2. Pay for the corresponding NBI Clearance fee at the Payment Counter. Refer to the NBI Clearance Fee above for the fees related to the purpose of your application.This might sound redundant but you need to fall in line again (after the Data Check Counter). This time, you’ll pay the corresponding NBI Clearance Fee.
3. The data on the application form will be encoded at the Data Entry or Encoding Counter. A PC monitor is provided for the applicants to check any encoding error, thus, avoiding repayment on their part and complaint against the encoder.You don’t have to do anything here.The NBI Clearance Personnel will encode every detail that you have disclosed in your application form. Your only responsibility here is to write legibly. You don’t want the NBI Clearance Personnel to get confused with your poor handwriting.
4. Picture-taking or image capture and scanning of the applicant’s fingerprints (Biometric) will follow.It is not clearly stated in NBI Clearance Application if having a beard or mustache is allowed. We’re not aware of “No Beard, No Mustache Policy”. But for those people who really don’t mind shaving, then do it. Those who feel not shaving, do what you want. Remember that if the NBI Clearance rejects you because of your thick beard or mustache, it’s your fault. But it’s really up to you and we don’t have a business in your personal lives, so feel free to do anything. Finger printing is one easy task to accomplish. You just need to place your ten fingers on the scanner and that’s it.
5. At the Image and Biometric Counter, name of applicant is automatically searched against the Name Database to check whether one has no or with namesake.This is the part where you need to pray that you don’t have a namesake. Because if your do, further verification will be needed.
6. NBI Clearance certificate of one who has no namesake will be printed at the Printing Counter and released on the same date of application. Those with namesakes are verified against the Criminal History Database to check whether one has criminal record/s.
7. Those with namesakes are advised to proceed to the Releasing Counter. The release date is written at the back of the Official Receipt when to claim your NBI Clearance. The applicants with “Hit” Status will return to the NBI Clearance Outlet after Eight (8) working days.
8. Those found to have criminal records are advised to proceed to the Quality Control for interview. Interviewers will require an applicant to execute an Affidavit of Denial if he is not the offender and Court Clearance/Order if he is the offender.

Guidelines to be observed in applying NBI Clearance

The following guidelines must be observed by any applicants:

1. NBI Clearance is a First Come First Serve Basis.
2. NBI Clearance Applicants must observe proper dress code. Avoid coming to the venue wearing slippers, shorts and sando to prevent rejection.
3. Applicants must bring two (2) valid ID. Government Issued ID’s are preferred.
4. Courtesy lanes are provided for Senior Citizens, Pregnant Women, Nursing Mother and those with Disability (PWD).
5. There is no more renewal of NBI Clearance. However, the old NBI Clearance (with ink fingerprints) can be attached to your application form for NBI Personnel’s reference.
6. NBI Clearance can be claimed by any Authorized Person of the Applicant as long as an Authorization Letter is provided.
